Abstract:
This paper analyzes the deterrence properties of the inspection and detection systems implemented in the United States and in the European Union aimed at insuring that the necessary levels of care and maintenance regulated by international agreements are taken into account by oil tankers. In particular, we analyzed the punitive value of the United States and International legislation at the light of the insight provided by economic theory; we discuss the characteristics of the United States and European inspection and detection systems and finish giving some recommendations for policy improvement.
