Abstract: The endogenous local development concept concedes a predominate role to the enterprises, organisations, local institutions and to the civil society proper, in the process of growth and structural change. The local economic development as a growth process and structural change of the economy of a city, area or region, in which it can be identified, at least, three dimensions: an economic one, another which is social cultural, and a third one which is political-administrative. This conceptualisation of the development constitutes an alternative model to the one proposed by the paradigm of the dominating exogenous development during the 50s and 60s, according to which the growth was based on the industrialisation process and on the concentration of the productive activity, by means of big factories in a reduced number of big urban centres. According to which, the mechanisms of market are defused later on toward peripheral cities and regions, thus, favouring their development.
