Abstract:
The European Commission has insisted on the fact that the interventions co-financed by the communitarian structural funds, must be an object of a regular and strict evaluation. During the planning period of 2000-2006, the European Community has pretended to reinforce this vision, by means of the general regulations of the Structural Funds and a series of methodological Work Documents. Which has permitted to increase the exigencies and the quality of the reports, like the distribution of the «reserve and efficiency» and obtaining relevant information in order to quantify the impact of the Cohesion policy. Moreover, it has revealed that the quality’s demands and rigour do not have to be at odds with the proportionality and the simplification of the tasks; an aspect which the Commission has considered when proposing the new planning of the 2007-2013 period, an orientation more than strategic so much for the planning process, scheduling and for the evaluation process.
