Abstract: Climate change is the paradigm of the many adverse impacts derived from a current world energy model that is unsustainable in economic, social and environmental terms. The Spanish situation is particularly serious because of the evolution of energy consumption, the increment in greenhouse gas emissions and energy dependence. Spain has a series of strategic options available to address this problem, but an indicative energy planning with explicit criteria for sustainability is needed. Markets by themselves do not provide adequate solutions. Since classic optimization and prospective models have serious drawbacks, initially at least, simpler planning tools should be used to represent essential components of the main strategies to be addressed with ease and flexibility, and to consider alternative scenarios for the long term.
