Abstract:
As a result of globalization, population transfers and technological change, there are new social risks which the welfare state must cover, as well as new economic roles it must play. In addition to reforming the traditional pillars of the European social model, the most successful reforms of European welfare states are those incorporating a new operational logic. The “dynamizing State” incorporates this new logic, as a welfare state is more dynamic in its internal operation and also becomes a driving force of economic and social agents. This article elaborates on this concept and evaluates its degree of implementation in Spain.
