Abstract: This article reviews the investment policy in transport infrastructures carried out in the last decade and the foreseen actions in the Strategic Plan of Transport Infrastructure. It has been put forward, in the current situation, with higher infrastructure endowment levels and with superior budgetary restrictions, that future investment should undergo a previous evaluation according to the social profitability criteria, stricter than those of past times. The foreseen investment decisions should satisfy requirements of economic, social and environmental profitability in keeping with the times.
