Abstract:
This article reviews the history and major milestones of the policy for territorial organisation in the Autonomous Community of the Basque Country. The review takes into account the origin and evolution of said policy in terms of the legal codes regulating the sector and the documents issued under those regulations, which are essential for the development of the policy. There is a detailed analysis of directives and plans such as DOT (Territorial Organisation Directives), PTP (Partial Territorial Plans) and PTS (Territorial Plans by Sector), and a discussion on the influence of those directives and plans at local level (General Plans for Urban Organisation). The degree to which the proposed objectives are met is analysed, as is the degree of success in the implementation or development of each of the aforementioned directives and plans. Finally, an in-depth reflection is presented regarding the contributions of this policy to society and to the local territory, problems not yet tackled fully and the great potential of the policy for the future.
