Abstract:
Transport policy in the Autonomous Community of the Basque Country (ACBC) has been relatively consistent over time, with no sudden changes. It is based on the Sustainable Transport Master Plan, in which the Basque Government resorts to planning to frame its actions in the medium term and assumes its responsibility in policy-making. Quantitative increases in investment seem to be the focus of transport policy. By contrast, issues relating to financing arrangements and management of infrastructure are not allocated a major role in recent reforms. This paper reviews recent trends in policies on transport infrastructure and modal split, under the hypothesis that new investments in infrastructures are becoming less and less important in improving the efficiency and effectiveness of the transport system in the ACBC, while welfare gains arising from reforms in financing and management systems are becoming more important.
