Abstract:
This work proposes a new method for a regional foresight case, based on collective construction and the consensus reached by local actors of a desired future that illustrates the possibilities of foresight in the exploring of territory. In the work, the perceptions of a multidisciplinary panel of experts are gathered through a staged Delphi study and a way of treating the information that combines a structural analysis, a study on crossed impacts and the creation of different scenarios. The combination of these techniques is of special interest in order when structuring and guiding the collective reflection about change tendencies and the possible future for a given space, in our case, the province of Castellon, on the horizon prolonged for a decade. The results obtained from this exercise have been positive, for the quality and reliability of the information complied and they can be interpreted as a call to the leadership of regional development planes and strategic planes based on the collective and expert reflection that facilitates the visualization of a shared horizon about the designed guidelines and the growth and modernization strategies.
