¿Qué democracia y qué Administración para la nueva época? Internet y la gestión pública

Abstract: This paper examines issues concerned with the way in which the current change of era affects the workings of democratic systems and public administrations. It argues that the widespread use of the Internet has already changed the customary processes of policy- making, and will change them much more in the future, since it has a major effect on processes of intermediation that do not add value and it breaks away from relatively firmly established frameworks of negotiation and policy configuration. Increasingly, institutions are no longer the be-all-and-end-all of politics and policies. This means that it is necessary to go beyond the past and present debate between the market and the state. Against this background, the paper explores ways of strengthening transparency and public participation in the workings of political and administrative institutions.
