Abstract: The effects of the economic crisis on the public sector deficit and the new demographic and social scenarios that have emerged have placed the welfare state at the core of the debate on reforms in the public sector. This article analyses the current situation as regards social spending in Spain, compares it with the situation in other advanced countries and offers various views of how it may develop in the future. After establishing the scale of social spending the article studies the potential for redistribution, given that any process of reform must take into account the balance of winners and losers. It is found that the welfare state in Spain is not just a mechanism for inter-personal distribution of income throughout the life cycle but a capital institution for the economic security of most of the population.
