Los sistemas de garantía de ingresos ante la crisis: una perspectiva territorial

Abstract:
This paper aims at reviewing some of the main changes in poverty and other measures of economic vulnerability in Spain paying special emphasis to large differences across territories. It also reviews some of the changes in welfare programs as a result of increasing poverty trends providing a detailed analysis of regional welfare policies. Among the different results, the weaker role of the family net in the coverage of poverty and the increasing rates of severe poverty –breaking a long-lasting trend of reductions– stand out. From the regional side, the most outstanding result is the persistence of large differences across regions in terms of unemployment and poverty. The dramatic growth in the number of recipients of regional welfare programs has been shadowed by a certain increase in the inequality in benefits across regions.
