Abstract: The continuous search for mechanisms and formulas to achieve high international levels of productivity justifies the growing concern to contribute to the development of public employment services, as socially accepted and legally legitimized tools to activate labour markets. Thus, with the invariable theory that the wealth of a people brings its happiness, and not the other way round, the new European pathway begins to build, through soft-law techniques, a European system of employment services that allows accompanying the citizen throughout his formative and work life. We dedicate this work to the study of the proposal of this system and from it we hope to contribute to open spaces for dialogue and legal criticism reflection on the future project of public employment service that we are offered and that we really want.
