Abstract: The Digital Single Market (DSM) is currently one of the main priorities of the European Union (EU). The actions taken so far have been important, but the EU is still lagging behind other countries when it comes to aspects as the electronic commerce. This is mainly due to the regulatory fragmentation that still characterizes the European internal market in nondigital sectors. In terms of governance, another shortcoming in the implementation of the DSM has been the few references to the sub-state entities’ role and involvement. Consequently, the full achievement of the DSM will have to undertake a greater regulatory harmonization in non-digital sectors, while ensuring a more active participation of sub-state actors, so that the digitalization benefits can be delivered to all citizens and communities.
