Abstract: The paper examines the effect of election on fiscal policies in 21 countries in Latin America And the Caribbean from 1983 to 1996. The budget surplus is lower than normal in the preelectoral and higher in the postelectoral year. Both expenditures and revenues contribute to this cyclicality. Electoral cycles were in general stronger in countries with high underlying fiscal volatily, low educational attainments of the population and a large governments. The exchange rate regime and openness to trade also affected the strength of the cycle. The existence of a democratic tradition or reelection prohibitions on the other hand do not contribute to the electoral cycle.// Este ensayo examina el efecto de las elecciones en las políticas fiscales de 21 países de la América Latina y el Caribe entre 1983 y 1996. Elsuperávit presupuestario es menor de lo normal en el año anterior a las elecciones y mayor en el año posterior. Tanto los gastos como las recaudaciones contribuyen a este proceso cíclico. Los ciclos electorales fueron en general más marcados en los países que tienen gran volatilidad fiscal, baja escolaridad de la población y gobiernos grandes. El régimen cambiario y la apertura al comercio internacional afectaron también el vigor del ciclo. En cambio, la existencia de una tradición democrática o las prohibiciones de la reelección no contribuyen al ciclo electoral.
