Los activos de los pobres en el Perú

Abstract: The document analyzes the possession and access to assets on the part of the poor in Perú. It is found that during the last ten years the average level of access to education increased while and inequality of access to this asset decreased. The access to other public services has also increased, though the inequality levels are still very high. The same happens with the access to credit and other assets that can serve as collateral. The econometric analysis shows a positive effect of the access to public assets on the profitability of key private assets like education and land, evidencing the role of the provisions of publics services and infrastructure as a mechanism for boosting the profitability of private assets. It is also found that changes in assets tenure are not sufficient to explain transitions toward and outside poverty, though they are crucial to explain the permanency in poverty or the permanency out of this state.// El documento analiza la posesión y acceso a activos por parte de los pobres en el Perú. Se encuentra que durante los pasados diez años ha aumentado el nivel promedio y se ha reducido la desigualdad en el acceso a la educación. El acceso a otros servicios públicos aumentó, aunque la desigualdad es todavía muy elevada. Lo mismo sucede con el acceso al crédito y otros activos colaterales. El análisis econométrico muestra un efecto positivo de la tenencia y acceso a activos públicos en el redimiento de la educación y de la tierra, evidenciando el papel de la provisión de servicios públicos e infraestructura como mecanismo para potenciar la rentabilidad de los activos privados. Se observa también que los cambios en la tenencia de activos no son suficientes para explicar las transiciones hacia y fuera de la pobreza, aunque son fundamentales para explicar la permanencia en la pobreza o la permanencia fuera de ésta.
