Abstract: The article makes a historical analysis of politics, the economy, and society in Brazil since the nineties, when neoliberalism was established as the dominant political system in the country. It studies the main public policies implemented during this period until more recent years to demonstrate that although neoliberal ideologies seemed to prevail, progressive policies were also carried out that allowed great social advances thanks to the resistance to neoliberalism.
