Abstract: In the 20th century, the notion of economic development consisted of absorbing, from the expansion of the capitalist (modern) sector, the labor force employed in the non-capitalist (underdeveloped) sector. This article analyzes the economic evolution of Argentina in the last 32 years as an example that can be extended to other countries, regarding the failure of different traditional proposals to solve the structural problem of underdevelopment: the dynamic insufficiency of peripheral capitalism. Under these circumstances, the possibility of an alternative heterodox path of development is explored, in accordance with the reality of the 21st century. The proposal involves promoting a non-capitalist production mode, called “popular economy”, which arises in the popular neighborhoods of Argentina and has the potential to improve the labor income of workers currently excluded from formal employment.
