Abstract:
We present a menu of targeting budgetary allocation rules for the decentralization and focalization of anti-poverty programmes in Mexico. These rules are defined as a function of the states’ share of national poverty, measured by a number of alternative monetary (Foster-Greer-Thorbecke) and non-monetary (synthetic “basic needs”) indexes. We find a close correspondence of optimal allocations estimated on the basis of different methodologies and data sources. Finally, we apply these findings to a critical assessment of the allocation of anti-poverty funds in Mexico in recent years.
