Abstract:
We review the theoretical grounds on which the usefulness of public external debt rests. We then examine the experiences of Latin America —especially of Mexico— in light of these theoretical grounds. The comparison of theory and historical experience shades light on important elements missing in the textbook case and allows for a better appraisal of the wisdom of government behavior.
