Transformation of Forest Management at the Regional Level

Abstract:
The purpose of the study is setting up organizational and economic basis for the logical conclusion of the process of management system transformation of forest complex on a regional level with respect, above all, the interests of the state and the labour collectives of state forestry enterprises and creating a competitive market for products of deep wood processing. In the course of the study, we obtained a number of new results: it is defined the key objectives of national forest policy; it is grounded the necessity of management system transformation of forest complex in the regions with forest resources; it is identified the key organizational and economic advantages of creation the regional branch of the governmental holding company for the state, region and local communities, the regional forest sector, members of the processing units of state forestry enterprises. It is offered to execute a pilot project on establishment of a state joint-stock holding company "Volynforestholding", and, in case of its being successful, to extend the positive experience on the forest complexes of other forested regions. The structure, subordination, purpose and key objectives and the mechanism of creation of the state joint-stock holding company "Volynforestholding" are determined. The process of reorganization of existing state forestry enterprises is offered to be carried out by the allocation to separate structures of woodworking, and other processing units of integrated state forestry enterprises and by means of corporatisation. It is proved that the implementation of a number of suggested measures will allow to get significant economic benefits and fully upgrade the system of forest complex in the region.
