Theoretical basis of organization irrigated agriculture of Ukraine

Abstract: Theoretical bases of reforming of the domestic industry irrigated agriculture as the economic institute that is recognized by society as functionally organized form of collective economic activities by which implemented one of the system functions of the agricultural sector of the state are considered. To conduct the restoration and innovative development of irrigation industry through implementation of economic interests of agrarian water users and water management services suppliers, by building a new economic model of irrigated agriculture management on the basis of neoinstitutional theory of rational choice is proposed. To improve individual behavioral strategies of consumers of common resources (irrigation water and irrigation infrastructure) through solution of issues appropriation, delivery and creation of non-governmental organizations of cooperative type is recommended. Beneficiaries should comply with the full list of theoretical principles of projection to maximally provide institutional stability of newly established corporations without formal enforcement by the state if they organization itself.
