Transformation system of governance of water resources of Ukraine in the context of european integration

Abstract:
This article is devoted to changes in water resources governance related to the adoption a number of European documents, especially the Water Framework Directive of the European Union 2000/60 / EC (October 2000), which is important for Ukraine. This Directive is recognized as an etalon model and provided organization of basin governance of water resources. Appropriately river basin districts are defined not on the basis of administrative or political boundaries and according to the boundaries the river basin as a natural geographical and hydrological object. The goal of the EU Water Framework Directive 2000/60/EC is to provide a sustainable water usege by implementing of basin governance. The last more effective compared to water resources governance according to the administrative boundaries because taking into account all factors that have an impact on the resource. The principle of basin governance, which is widely maintained by all states, should be the basis of future governance system of water management. Analysis of legislative regulation in the sphere of water use is revealed that for the approximation Ukrainian law to the provisions of the Water Framework Directive should adopt a number regulatory legal acts and make changes and additions to the Water Code of Ukraine, some laws and regulations.
