Abstract: European experience of activity environmental funds considering processes of decentralization of governance, including Polish National Fund for Environmental Protection and Water Management and voivodeship funds are researched. Opportunities and developed proposals about borrowing their best practices and elements in domestic activity are analyzed. Recommendations for reforming domestic funds of the natural environment and proposals for the establishment of off-budget National Environmental Fund of Ukraine as legal entity are substantiated.
