Abstract: La Ciudad Del Conocimiento se implementa en el marco del Desarrollo y sobre la promesa que las tecnologías de la Información y la Comunicación son las herramientas que permitirán más y mejores oportunidades económicas, políticas y sociales. Sin embargo la promesa no se cumple, y en su lugar se profundizan y las brechas ya existente y se generan nuevas diferencias.
