Abstract: A form is explained of measuring the Local Economic Development in Cuba starting from the application of a Index of Municipal Development in Villa Clara's county, such a procedure facilitates to diagnose the municipalities that present different development levels; element of unquestionable importance to establish the stage of Objectives and Goals in the Territorial Plan
