Abstract:
This work analyzes the creation of a Municipal Program of Control and Promotion of the Industrial Property, the Transfer of Technology and the Technological Innovation in a Cuban municipality. In the same one the importance of the local governments is valued the promotion and control of the technological innovation and the processes of technology transfer that are carried out in its territories and the effective use of the industrial property as tool for it achieves the increase of the competitiveness of the companies. In particular it is analyzed like in occasions technologies are introduced in a territory that they have a negative impact on the region with ignorance of the local authorities. These thematic ones should be approached jointly since in a single program if they are approached for separate they don't give the fruits that could be obtained if the problem in an integral way is attacked. The actions to carry out should keep in mind the relationship type that exists between the companies and the so much local government from the juridical, economic, fiscal point of view, etc. and in the case of Cuba, also, the degree of existent centralization in the economy. The Program seeks the mechanisms that allow the municipal government to be opposed to the realization of processes of acquisition of harmful technologies to settle down for it interests them local. It also seeks to design the actions so that on the part of the local authorities they control and they promote the correct use of the industrial property in the processes of technological innovation and transfer of technologies
