Abstract: En primer lugar, nos encontramos ante un trabajo pionero en el análisis de la alternancia política y su impacto en los sistemas de gestión de los municipios mexicanos. En segunda instancia es una obra novedosa ya que aplica métodos empíricos para medir el grado de implantación de la nueva gestión pública (NGP) y la gobernabilidad democrática.
