Ajuste econômico e financiamento da política social brasileira: notas sobre o período 1993/8

Abstract:
This essay analyses the brazilian social polities from 1993/98 and is divided in two parts. The first one is about social policy strategy shown in government speech. The second one is on some of the structural problems presented by the economic model in terms of its implementation. The central argument is that there is an incompatibility between the macroeconomic adjustment program ? central and hegemonic ? and the social development strategy. The adjustment simultaneously enlarges the exclusion and destroys the state?s financial and institutional basis, weakening its capability of general intervention, particularly in the social policies field.
