O Endividamento dos governos estaduais nos anos 90

Abstract:
This paper shows the evolution of states? debts in the 90s as well as the difficulties in controlling the fiscal deficit in tandem with the maintenance of their capacity of expending. The paper firstly discusses states? debts in the 60s and 70s. Then, it examines the experience of the 80s, showing the impact of the debt crisis on the evolution of states? debts, as well as the financial commitment of all levels of states? administration (public-owned enterprises, state banks, state treasury).The analysis of these previous periods makes clear the roots of the fragile financial situation of the states in the 90s, as well as the reasons why the Federal Government proposes the renegotiation of debt stocks. The paper then analyses the recent renegotiation of states? debts, highlighting that the government sought to use this as a means of restructuring the public sector as a whole.
