Política econômica e política social no Brasil nos anos 1990: possibilidades, limites e condicionantes

Abstract:
The present paper treats about the genesis of the social policies in the 90´s decade. Through a short analysis of the economic policy in the period it is observed the extreme importance attributed by the government to the stabilization of the economy. The performance centered on macroeconomic variables policy ends up relegating the social policies to a second plan, therefore conditioning it´s development. Even with the institutional and legal advances of the social policy obtained through the implementation and regulation of some principles of the Federal Constitution of 1988, when the incomes and expenses statements of the Federal Budget are analyzed ? which are build up by Social Security and Fiscal budgets ? it is observed that the surplus on the first one is of fundamental importance to the financing of the second. Such mechanism takes place due to the kind of economic policy adopted on which the interest load consumes a major part of the national fiscal income and, due to the importance given to the fiscal equilibrium, it ends up ?deviating? assets destined to the achievement of the social policies to the payment of interests of the Brazilian public debt.
