Abstract: Decentramento delle politiche pubbliche e sistemi locali. Alcune riflessioni di base (di Sebastiano Fadda) - ABSTRACT: This paper tries to trace the roots on which the decentralisation of industrial and development policies may be based. In doing so it focuses the attention on three macro-processes which deeply affect the present evolution of the economy: the process of administrative decentralisation; the dynamics of local systems and the process of globalisation and European unification. The attention is then drawn onto one basic starting point (the need for local identification of development targets) and three functions, around which some methodological points are developed in order to define the scope of local and central development and industrial policies and their relations. The three functions considered here are: the cognitive function, the planning function and the implementation function.
