Abstract: A non-econometric estimation of the regional production function for the Russian Federation constituents is given. It is established that distribution of federal investments and labor resources is hardly connected with the marginal productivity of capital and labor, and thus is not market-efficient. Alternative variants of the investment and migration policy, optimum from the standpoint of efficiency and equality, are offered
