Abstract: The influence of the global financial crisis on the Heilongjiang province economy is examined. Factors partially neutralizing the negative impact have been specified. A list of measures to overcome crisis is cited: increasing the volume of investment and optimizing its structure; carrying out tax reform aimed at easing the tax burden, encouraging investment and consumption, expanding domestic demand through increasing budget spending
