Abstract: The current situation and prospects for innovation-based economic development in the North of Russia have been studied. The organizational-economic mechanism of technological modernization of industry is shown. An analysis is made of scientific and technological foundations of improving the efficiency of the mining complex. Conceptual approaches to the formation of the national reserve of strategic materials and to manpower coverage of innovative activities have been worked out
