Abstract: Education is very important for everyone. Everyone has a right to get their education from their Government. Education development must be for their own comfortable and requirements with standard of living. It must be for their living areas development of the ethnic groups. They must have inherited their own systems, styles, patterns and living condition by their practices which also have some scientific proof and which must be modernized more for their growth and development in the millennium world. For this higher education, is very important particularly in developing universities for that fiscal and decentralization planning are very important.
