Abstract: This study aimed to demonstrate the importance of transparency in applying the scientific principles and rules in governmental procurement to improve the effectiveness of services and the cost reduction in the public sector through identifying to the foundations and the scientific rule in managing this activity. To what degree does, the Jordanian constitutor is concerned with the subject of transparency in governmental procurement. In addition to the identification of the most important obstacles that hinder the application of the scientific principles and rules in the field of the governmental procurement.
