Os impasses da descentralização político-administrativa na democratização do Brasil

Abstract: The article searchs to evaluate (assess) conditions, in Brazilian context, of how to implement constitutional rules related to political - administrative decentralization. It claims that this question (iseue) has to be analised under a strict political point af view, because the decentralization process carries in itself values that answer to the countrydemocratic reconstruction expectation. These values will certainly face difficulties to be understood and accepted due to as a result of current economic instability directly projected on political institutional system.Trends of reference models wich guide current descentralization policy are identified. Their coincidences and divergencies are also considered under two scenaries hypothesis. Some contextual conditions wich influence negatively the state decision process and also some possible consequences of short term pressures on significant issues of government institutions recovery are finaly presented.
