Abstract:
The State Reform Project adopts a performance agreement management strategy to overcome State inability to provide basic social needs in health, education, scientific research and technology development, environment protection and culture. Performance agreements are also proposed for regulatory, control and oversee agencies, which are in the exclusive domain of the State. The Project’s performance agreement model and the recent government initiatives at implementation are analyzed. The discussion is centered on the effectiveness of the proposal to meet society’s expectations, on implementation risks, and on political and institutional feasibility.
