A institucionalização do governo eletrônico no Brasil

Abstract: This study attempts to identify the institutionalization stage of the electronic government in Brazil and the possible implications of this policy for the digital divide. A qualitative research was undertaken based on the opinion of key informers from the sectors that constitute the e-gov in the country: public sector, private sector, third sector and academy. Content analysis was used to verify the interviewees´ perceptions about the e-gov policy, using the Atlas.ti software to help with conceptual ordering of collected data. Results show that the only aspect that could be viewed as institutionalized in the e-government would be the relation between the State and the third sector in the digital divide policy. The other aspects, in its majority, would be in semi-institutionalized stages.
