Indo além das boas intenções: Uma avaliação dos efeitos de medidas restritivas mais duras na propagação da Covid-19

Abstract: Throughout the Covid-19 pandemic, the municipality of Rio Grande-RS stood out for adopting harsher restrictive measures than those suggested by the state government for its region. This behavior was strongly reinforced when, facing the increase in the number of Covid-19 cases in the municipality, the municipal decree nº 17,236/2020 on July 5, 2020 imposed its own regime with severe restrictions on the operation of economic activities and the movement of people in the municipality. This article explores the natural experiment generated by this decree to evaluate the benefits from adopting more harsh measures than before an than the other municipalities in the state. To this end, perform a counterfactual exercise based on a synthetic control. The results show that the measures prescribed by its own regime were unable to change the trajectory of new cases of Covid-19 in the municipality, therefore, they did not bring any benefit despite the economic costs generated by them.
