Uma nota sobre análise benefício-custo de uma política de redução de homicídios no Brasil: o caso do Espírito Santo

Abstract:
After restructuring the prison system and implementing the "Estado Presente" program, focused on reducing homicides, Espírito Santo saw a 10.2% reduction in the number of homicides between 2010 and 2014. We evaluated the causality and cost-benefit of these policies. We used synthetic control when estimating the impact on the number of homicides and compared the statistical value of lives saved to the present value of the expenditures associated with implementing the policies. The results suggest that in the absence of the policies, the number of homicides would increase 28.8%. Each real invested brought social welfare gain equivalent to R$ 2,36.
