The foreclosure legacy

Abstract: Rhode Island, the smallest state in the Union, with 39 municipalities and only 1 million residents, became New England?s poster child for the residential foreclosure crisis. How that came about and what can be done to prevent it in the future is a critical public policy question for the Ocean State.
