Abstract: In conditions of high differentiation of regions at the level of economic and social development, intergovernmental transfers remain the main instrument of budgetary policy of the Russian Federation. The article describes the main trends of intergovernmental regulation in Russia in period between 2006 and 2015 and its theoretical framework which allowed the authors to determine the priorities of the Central government in this sphere.
