Abstract:
In January 2015, the Russian Government approved a plan providing for 10% budget spending cuts (except defense, social benefi ts, agriculture costs and external debt repayment) and extensive fi nancial aid to the banking sector. Most of the proposals on supporting small businesses and lowering administrative barriers were suspended or moved to the jurisdiction of constituent territories of the Russian Federation which have no interest in easing the tax burden on this type of business. However, the plan will be updated and fi nalized in March this year, when an updated budget 2015 is approved. Instead of easing sanctions against Russia, the enforcement of tougher sanctions was put on the agenda after the Minsk peace talks broke off and combat operations resumed in Ukraine.
