The grain sector in a situation of new export duties, lower prices and high administrative barriers

Abstract: Russia has proved itself a major participant in the global grain trade. On the back of stable domestic consumption and high yields of grain crops in the past few years, grain supplies to international markets have underpinned producers’ revenues, engineered technological modernization of the sector and stimulated effective competitive production. In the wake of negative price dynamics on global markets and growth in prices on resources, a variable export duty introduced in 2015 and the existing administrative barriers create the risk of Russia’s losing its position as the world’s major grain exporter.
