Abstract: The article provides methodology for revealing vulnerable groups of population with due regard for Russian Food Security Doctrine with respect to the accessibility to food products. It also exhibits methodology for calculation of relief sums and its impact on the food market. The article also gives a short review of international experience that can be fruitful for the development of mechanism for the implementation of food assistance programs in Russia.
