Municipal reform in the republics of the Southern Federal Okrug

Abstract: The study addresses the processes relating to the implementation of municipal reform in the republics of the North Caucasus and the Republic of Kalmykia. The authors analyze some formal parameters of implementing municipal reform: the rate of reforming, the territorial organization of local self-government, the formation of municipal authority, the division of powers, the organization of financing of municipal formations, etc. Besides, they assessed the impact of reform on the whole spectrum of economic, national, and socio-cultural relations in these territories, and in particular on the various conflicts typical of the North Caucasus. The study was completed before the creation, by the President of the Russian Federation, of the North Caucasian Federal Okrug in January 2010.
