Abstract:
Major economic and political changes that took place in August and September 1998 marked a new turning point in Russia’s recent history. Existing definitions of the phase that followed are more or less similar—they refer to the end of the “Yeltsin era,†the era of liberal reforms, and sometimes even the restoration of communist rule. All definitions have their basis and can be logically or historically justified. However, behind all these—predominantly political science-based—interpretations, there is generally no analysis of economic processes, which always, and in the current Russian situation in particular, set the framework for what is possible and necessary, predetermine much of government activity, and allow for an assessment not only of the decisions being made but also of the medium-term outlook.
