Research Paper Series, 2003, issue 54P, 332

Abstract: One of the most significant challenges facing the budgetary sector in the Russian Federation over the past decade has been the issue of accounts payable. This paper examines the causes of various types of accounts payable and their structure. It analyzes the stages of development of budget legislation in the context of accounts payable issues at all levels of the budget system. International practices for preventing the accumulation of accounts payable are examined. Proposals have been developed to resolve the accumulated debt and prevent its recurrence in the future.
